The UAE and Russia have maintained strong bilateral ties and the UAE has explicitly declined to join Western sanctions imposed after February 2022. This policy decision has made Dubai and Abu Dhabi primary destinations for Russian businesses, investors, tourists, and relocated professionals.

Dubai in particular has seen a dramatic influx of Russian-speaking residents since 2022. Entire neighborhoods, especially in areas like Dubai Marina, JBR (Jumeirah Beach Residence), and Downtown Dubai, now have a significant Russian-speaking population. Russian language signage, menus, and staff are common in major hotels, restaurants, and real estate offices.

Beyond lifestyle, the UAE serves as a critical financial and business hub for Russians navigating the realities of the post-2022 global economy. UAE-registered companies allow access to international banking, SWIFT transfers, and global markets. The Dubai International Financial Centre (DIFC) and Abu Dhabi Global Market (ADGM) attract Russian entrepreneurs and professionals.

The UAE is also a major transit hub for Russians traveling to Southeast Asia, Africa, Latin America, and other destinations that may not have direct Russia connections. Emirates and flydubai connect Moscow and other Russian cities to hundreds of global destinations via Dubai.

Russian interest in UAE real estate has surged. Dubai specifically saw Russian buyers become among the top purchaser nationalities. The UAE dirham is pegged to the US dollar, offering currency stability, and there are no restrictions on foreign property ownership in designated freehold zones.

For those needing to stay longer than 90 days or wanting more structured status in the UAE, several options exist:

Tourist visa extension:

• A 30-day extension of the visa-free entry stamp can be applied for at any UAE immigration office or through the ICP smart app. The fee is approximately AED 600-750 (around USD 165-205). Extensions are generally approved for tourism purposes.

5-year multiple-entry tourist visa:

• The UAE offers a 5-year multiple-entry tourist visa that allows stays of up to 90 days per visit. This is useful for frequent travelers or those who want a formal visa document. Applications can be made online through the ICP portal, through Emirates or flydubai websites, or via travel agencies in the UAE. Cost is approximately AED 650 (around USD 177).

UAE Golden Visa:

• A 10-year residency visa available to investors, entrepreneurs, specialized professionals, and real estate buyers.
• Real estate route: Purchase property worth at least AED 2 million (approximately USD 545,000) and qualify for a 10-year Golden Visa. Joint property purchases and mortgaged properties with sufficient equity also qualify in many cases.
• Golden Visa holders can sponsor family members and do not need a local employer sponsor.
• Application is made through the General Directorate of Residency and Foreigners Affairs (GDRFA) in Dubai or the ICP for other emirates.

Freelance visa / remote work visa:

• Several UAE free zones (Dubai Media City, Dubai Internet City, Abu Dhabi twofour54) offer freelance permits that allow legal residency and work for self-employed individuals in creative, technology, and media sectors. Costs vary but typically range from AED 7,500 to AED 20,000 per year.

Business setup and residency:

• Forming a company in a UAE free zone (DMCC, IFZA, RAKEZ, Meydan) grants residency visas for shareholders and employees. Minimum costs start around AED 12,000-15,000 per year for the simplest structures.
• Mainland company setup allows trading across the UAE and wider market access, with costs varying by emirate and activity type.

Retirement visa:

• Available to individuals over 55 who meet financial requirements: active income of at least AED 20,000/month, AED 1 million in savings, or UAE property worth AED 2 million.

Critical note on Mir cards: Mir cards issued by Russian banks do not work in the UAE. The UAE has not officially connected to Russia's Mir payment system, and major UAE banks have declined to process Mir transactions to avoid secondary sanctions risk. Do not rely on Mir cards for any payments or ATM withdrawals in the UAE.

Visa and Mastercard: Standard Visa and Mastercard issued by Russian banks are blocked for international use since March 2022 due to sanctions. Cards issued by banks in third countries (Armenia, Georgia, Kazakhstan, Turkey, etc.) with a Visa or Mastercard logo may work normally in the UAE.

UnionPay:

• UnionPay cards are accepted at a limited number of UAE banks and ATMs, and some larger merchants. Acceptance is growing but still inconsistent. Do not depend on UnionPay as your primary payment method. Check acceptance at specific ATMs (First Abu Dhabi Bank and some others accept UnionPay) before relying on it.

Cash is king:

• Many Russians traveling to the UAE carry cash USD or cash EUR and exchange at currency exchange bureaus (widely available, competitive rates, no commission in most cases). The UAE has no shortage of exchange offices.
• UAE Dirham (AED) is the local currency, pegged to the USD at a fixed rate of approximately 3.67 AED per USD. This peg has been stable for decades.
• Exchange cash at official bureaus (Al Ansari, Al Fardan, UAE Exchange) rather than at hotels, which typically offer worse rates.

Crypto:

• Cryptocurrency is widely used in the Russian expat community in Dubai. The UAE has a relatively crypto-friendly regulatory environment. Several crypto-to-AED exchange services operate in Dubai. USDT (Tether) is particularly popular for peer-to-peer transfers and payments within the Russian community.

International transfers:

• Western Union and MoneyGram operate in the UAE. Russian citizens can receive transfers from most countries.
• Wise and similar services may have limitations for Russia-originating transfers. Transfers from UAE accounts to Russia or via third-country accounts may work depending on the banks involved.
• Many Russian residents in UAE maintain accounts in UAE banks (Emirates NBD, FAB, Mashreq) which offer full SWIFT connectivity.

Climate and timing:

• The UAE has an extreme desert climate. Summers (June to September) are extremely hot, with temperatures regularly exceeding 45C. Humidity in Dubai and Abu Dhabi coastal areas makes it feel significantly hotter.
• The best months to visit are October through April, when temperatures are mild (20-30C) and outdoor activities are pleasant.
• Peak tourist season runs from November to March. Expect higher hotel prices and crowds.

Dress code:

• In public spaces (streets, markets, government buildings), dress modestly. Shoulders and knees should be covered. This applies to both men and women.
• On the beach, swimwear is acceptable at hotel beaches and designated public beaches.
• In malls, smart casual is fine. Revealing clothing can attract attention or lead to requests to cover up.
• In mosques, full modest covering is required for both genders.

Alcohol:

• Alcohol is legal in the UAE but only available at licensed venues: hotels, licensed restaurants, clubs, and licensed liquor stores.
• Drinking in public, on beaches, or in non-licensed areas is illegal and can result in arrest.
• During Ramadan, eating, drinking, and smoking in public during daylight hours is prohibited even for non-Muslims.

Ramadan etiquette:

• Ramadan timing shifts each year. When it falls during your visit, avoid eating or drinking in public during fasting hours.
• Many restaurants are closed during the day or screen off dining areas. Evening iftar meals are a cultural highlight.

Friday weekend:

• The UAE weekend starts on Friday. Many government offices and some businesses are closed Friday morning. The working week runs Sunday to Thursday for government entities, though many private businesses now use a Saturday-Sunday weekend.

Dubai vs Abu Dhabi:

• Dubai is more cosmopolitan, tourist-focused, and liberal in atmosphere. Home to the Burj Khalifa, world-class malls, and a vibrant nightlife scene.
• Abu Dhabi is the federal capital, more conservative in character, and home to cultural landmarks like the Sheikh Zayed Grand Mosque and the Louvre Abu Dhabi.
• The two cities are about 140 km apart and connected by a well-maintained highway, making a day trip straightforward.

Transport:

• Dubai has an excellent Metro system (Red and Green lines). Taxis and ride-hailing apps (Careem, Uber) are widely available and affordable by international standards.
• Abu Dhabi does not have a metro; taxis and ride-hailing are the main options.
